Joy is a deeply experienced school improvement adviser who believes that every child deserves the strongest possible start to their education. She works closely with schools and early years settings to ensure that children in the foundation stage are supported to grow, learn and thrive — and are well prepared for the next stage of their journey.
In her role as Head of the Council’s Early Years Service, Joy leads work to strengthen early years provision across the borough. She brings extensive experience from both mainstream and specialist settings, and is a regular Ofsted inspector in the primary and special school sector, with particular expertise in safeguarding.
Joy’s interests centre on curriculum development, early years and SEND. She is known for her calm, thoughtful approach and her ability to support schools to reflect deeply on practice and implement meaningful, lasting change.
